What countries offer free higher education?

Romeo Tinnea: I have to agree with the first guy; free always has strings attached. I believe North Korea gives free higher education to it's citizens deemed worthy, but then again it's North Korea. I'd say the best you can do is apply for some scholarships at whichever college of education and hope for the best. In the end, the money you spend on your higher education will be more than worth it because you will be able to find higher paying jobs once you graduate. I'm earning my masters in TESOL education in Japan now and look forward to the opportunties that'll open up after graduation....Show more

No country offer free hight education to international students that includes France also international students have to pay. It is not true that French students get it free in third level education. They still have to pay University fees

I understand, most of the time, you pay it off in taxes.I am wondering what countries offer tax-payed college, rather than the USA's out your own of pocket payed colleges.
