When a driver collides with the vehicle in front of them all subsequent damage falls to them.There is a "basic speed law' which states that the driver must be able to stop in the assured distance ahead of them. To collide with a stopped car proves the driver had violated that law even if they were going under the posted speed limit.

Another time my car was in the middle and a car hit my car shoving it into a! nother car, they got to pay for all the cars. So in your case the person who run the red light most likely will pay but in the end its the insurance companies who decides who pays for what.
